What is the status of this scam?

As-Salaam Walaikum.
Greetings in the name of Allah; the most Merciful and Beneficent.

You will be glad to know your products would most definitely receive a green light from our authorities for supply to Iraq development program. The Iraqi government would approve the purchase of your products. I would want to assure you there is nothing to worry about as the transaction will be handled through the office of His Excellency the Honorable Minister of Finance Mr. Baqer Solagh Jabr Al-Zubeidi. I am to inform you that your company will be awarded the contract for these supplies as he would collaborate with you confidentially.

Your products are highly needed; the total sum set aside for this contract is to the tune of twenty million five hundred thousand united states dollars and Mr Baqer Solagh Jabr Al-Zubeidi is willing to award it to your company provided you will agree to his terms. The truth of the matter is that himself and the Director General of the Budget Department stand to personally benefit from this contract too and he wants you to only supply fifteen million dollars worth of these items to the Iraq government and over invoice it(increase the quoted sum) to twenty million,five hundred thousand dollars (which is what’s been budgeted) so that you will forward the balance five million,five hundred thousand dollars to Mr Baqer Solagh Jabr Al-Zubeidi’s private account overseas.

This would be in a straightforward and easy process because 100% upfront payment would be made to your company before delivering the supplies. A lot of foreign contractors have benefitted immensely from this scheme quietly because everything is done in the most confidential manner. If you accept to collaborate with us in this manner promptly inform me to commence the due process as required by the trade ministry regulations in Iraq.

I have deem it necessary at this point to attach my identification for the purpose of securing the invitation from you to enable me make travel plans to visit your factory and country as soon as the funds come to your account. It will then be my duty to visit your factory to inspect the products and to conclude all legal documentation as might be required by your country for to make a hitchfree transaction and operations.

I have been in correspondence with a similar contract offering and received the exact same letter above with the same exact contract amount but signed by a Dr. Al Murad.
